The paper explores the usefulness and applicability of the concept of a liberal welfare regime to an understanding of housing assistance in Australia, New Zealand, Canada and the United States. In particular, it examines apparent convergence towards demand subsidies for private renters in these four countries, but concludes that that there is considerable diversity in terms of policy settings and program management.
