Aligned with smart villages, smart governance can identify and address gaps between services provided to communities, the needs of communities, and support for self-reliant interaction within communities. This paper presents ongoing work on a survey-based information communication technology for development (ICT4D) model for smart governance and an associated proof-of-concept software tool, with an emphasis on an Assamese context.
