Demonstrating the failure of contracting out by looking at case studies involving large-scale programs: the contracting out of corrections and detention facilities and the privatisation of public transport systems - the effectiveness of the Victorian prison system has declined since the introduction of private operators - efficiency and cost-saving claims exaggerated - accountability has lessened - argument that contracting out has been necessary to make the public sector more efficient is not supported by evidence.
