The introduction of competition into essential services such as utilities, telecommunications, banking, medical care, education and transport continues to generate heated debate. Market principles have extended deeply into sectors of the economy that would have been regarded as unthinkable not so long ago. Yet surprisingly little attention has been paid to the historical market and policy failures apparent in what could be described as traditional essential service markets.
