Billions of dollars will be required to build a fibre-to-the-node (FTTN) network. This will require prices high enough to justify the investment, but low enough to make services affordable to end-users. This is the quest for Goldilocks prices. The focus of this paper is on regulated access prices because the current access pricing regime is clearly broken. A number of possible solutions for the FTTN are examined.
