Local government and affordable housing: leadership is fundamental

Local government is acutely aware of cost-shifting from the Commonwealth and state Governments, and fears the additional fiscal burden of accepting a role in 'affordable housing'. Many argue housing is not a core local government activity. Yet historically, local government has been deeply involved with housing. And, it would be terrible if an argument about who should pay meant local government replicated the failure of political leadership by other levels of government.
