Pacific island community and government leaders have long argued that increased access to the Australian and New Zealand labour markets, especially for unskilled workers, should be a central component of regional economic integration. At the October 2005 meeting of the Pacific Islands Forum in Papua New Guinea the issue of labour mobility was a key topic. As a contribution to the ongoing discussion about labour market access and seasonal work schemes, this working paper analyses the debate over remittances, migration and development in the Pacific.
