An unnecessary act? An analysis of the proposed cuts to the Victorian Department of Education and Training arising from the 2003/4 budget

The state government is currently in the process of cutting approximately 300 positions from the Head Office of the Department of Education and Training (DE & T). This paper addresses three questions: Why are these cuts being made? How soundly have they been justified? What are the policy implications for the CPSU?
