In the wider community, many people think of caravan parks as synonymous with holiday destinations. However, it has been suggested that the living situation of people, who cannot access the private rental market and live permanently in caravan parks, is similar to that of long-term residents of boarding houses. This report investigates whether permanent residents of caravan parks should be included in the tertiary homeless population.
