Program background One Netball Pacific (ONP) is an initiative under the Australian Government’s Pacific Sports Partnerships (PSP) initiative, managed through a partnership between Netball Australia and GHD. The Tonga Netball Association (TNA) was established as part of this partnership to build the capacity of netball in Tonga and contribute to wider social development aims. Program aim At its inception in 2010, ONP was directed at supporting grass roots sport and capacity building of National Sporting Federations (NNFs). The scope of these initiatives has evolved as programming has developed and is now more targeted. The ONP’s key development aims are: 1. Improving netball capacity; 2. Improving physical and mental well-being; 3. Female leadership, and; 4. Building strong partnerships. Purpose of this report This report provides a comprehensive overview of TNA’s programming evolution and development, since 2013/2014 to the present. The report is based on qualitative research and data that has been collected and analysed over this timeframe to identify progress and indicators of program success held by the various stakeholders in Australia and Tonga. Key findings This review has thematically grouped the various progress areas related to the overarching program aims to highlight the key ways TNA activities and programming has evolved during this timeframe. The thematic areas are directly aligned with the ONP development outcomes and include: netball capacity, female leadership, partnerships and health. Key challenges at the micro, meso and macro level have also been outlined in section 5.0 to demonstrate the main issues the TNA has had to navigate and the status of the wider operational environment. Overall development and future recommendations This section draws together the fundamental ways the TNA has developed as an organisation alongside the activities that have contributed to this during the course of the ONP funding period. Recommendations for programming and wider operations relate to: program strategy, program sustainability and monitoring and evaluation.
