The research explores the potential of Industry 4.0 to drive economic growth but highlights challenges in understanding and implementing policy changes. The Kaleidoscope Model is introduced as a tool for policymakers to navigate these challenges, with a focus on cultural change and challenges within the model's framework. The study employs both quantitative and qualitative methods, revealing that only Policy Adoption and Implementation significantly impact the effectiveness of Construction 4.0 policy. Surprisingly, no direct connection is found between the Kaleidoscope Model and policy effectiveness, contributing valuable insights for successful policy implementation in political science.
