Schools face monumental challenges when implementing digital technologies and training stakeholders in using digital technologies and in acquiring digital literacy. In this mixed-methods research, surveys were conducted, and data analysis indicated significant differences in attitudes and disconnects between educators and students. These disconnects were related to training and decision-making that impacted on effective use of digital technologies. In-depth follow-up interviews were conducted with educators skilled in digital technologies. Decision-making was confirmed as a factor limiting uses of digital technologies, undermining implementations, curriculum applications and effective training. Poor school management practices were uncovered, and recommendations made for managing digital technology systems.
