This thesis presents a consolidated approach to regulation that bridges the principles of cybernetics and systemic design. This approach is benchmarked against studies around organised crime, as well as two specific case studies on existing regulatory practice in Australia (encrypted messaging and financial crime). This thesis also presents an opportunity to engage in design discussions around how regulation should be approached in the new century. My approach ought to encourage debate, critique and discussion in an area of law and practice that is sorely needed as we evolve as a people and as a society.
