Interculturalism is a city-based policy for understanding and managing cultural diversity. The City of Ballarat is the first local government in Australia to adopt an intercultural policy. This thesis consists of a case study which studies how local government staff and volunteers in the City of Ballarat practise intercultural policy. This thesis has made a significant contribution to understanding how intercultural policy is practised and illuminated whether intercultural policy and multicultural policy are complementary policies in the Australian local government context.
