This study investigates the challenges faced by service providers in achieving `Choice and Control' for participants in Australia's National Disability Insurance Scheme (NDIS). It reveals that choice-making is hindered by theoretical, practical, and organisational issues. This qualitative research, conducted in two stages, interviews and Delphi method, identifies key challenges such as lack of understanding of client's perspectives by the work teams, clients' knowledge limitation about the funding, insufficient support workers, and communication issues. The study has significant theoretical and practical implications. The findings align with the components of self-determination theory: autonomy, competence, and relatedness.
