In recent years, we have observed a rapid proliferation of mobile devices. This trend and the explosion of mobile data traffic are expected to continue. To cope with the demand, mobile network operators are integrating various modern wireless technologies, resulting in a multi-technology (also called heterogeneous) mobile network. In this research we proposed a network framework for seamless integration of radio technologies to provide multimedia services. This framework allows mobile users to enjoy high quality video calls while travelling with fast speeds. The mobile device intelligently selects the available wireless networks to keep its user Always Best Connected in terms of cost, service quality, and security.
