The Role of Productivity Institutions Advising the Emergence of Electric and Autonomous Vehicles - A Comparative Analysis: The Case of Australian and Chilean Productivity Commissions

This study focuses on analysing the different stages of the elaboration's process of the advice provided by PIs in Australia and Chile. For this study, the term “elaboration” relates to the different stages required to research, collect, construct, and disseminate the PIs recommendations. The objective is to understand which key elements are involved along the process and if these elements can significantly impact the information of the reports. To examine how these elements converge to elaborate reports, this study selected two published studies submitted by the Australian and Chilean Productivity Commissions in 2016 and 2015, respectively. These reports seek to understand how governments deal with the emergence of new technologies in transportation, particularly the emergence of Electric (EVs) and Autonomous Vehicles (AVs) which have become particularly important due to the significance of climate change and carbon footprint has in transportation and other sources of carbon emissions.
