Understanding the Power of Local Government and the Motivation of Construction Organisations to Drive Low Carbon Outcomes Beyond Minimum Standards

This research developed a framework for the proactive implementation of low carbon outcomes beyond minimum standards in large development projects. The framework comprises the following components: motivating construction organisations, local governments' influential power, and a corresponding suite of strategies aligned with the first two components. This framework will be useful in practice towards guiding the transformation towards low carbon outcomes beyond minimum standards as a new benchmark standard in the built environment. This framework could find utility across many other countries too and thus if implemented, will contribute towards a substantive drop in emissions in the built environment in the future.
